DSNLU 1st Legislation Drafting Competition: Pen The Bill [Sep 22]: Submit Drafts by Sept 10

Concept Note

The recent judgment of the Supreme Court holding the Right to Privacy, a fundamental right under the Ambit of Article 21, with reasonable restrictions has been hailed as a milestone in Human Rights Jurisprudence.

While it is heartily welcome, apprehensions do exist about the abuse or misuse of the right from both- the citizens and the state; striking the right balance between the rights of the individual and the larger public interest is, therefore, the need of the hour.

Many countries including Canada, Australia, France, Germany etc. have specific legislation which guarantees the right to privacy, while some others incorporate it diffusely in a variety of statutes.

India being the largest democracy in the world and with high potential for exploitation of personal information, it is felt in many quarters that specific privacy protection legislation is highly desirable.

The eventual legislation that is to be passed must be enacted after widespread public participation and debate; as a precursor towards this, it needs to be discussed on professional and academic fora. DSNLU is pioneering such an effort by organising “Pen The Bill” as a part of its 10^th Foundation Day Celebrations 2017 “Tenth Ortus”.

Call for Draft Bills

Students, Academicians, Practitioners and all others interested in the field are invited (either individually or a team of a maximum of three) to send draft bills that would govern the right to privacy in India.

Needless to say, the draft bills should be concise and clear and in proper statutory format.

These would be discussed at the seminar and the University proposes to forward the best bill received to the consultative body which might be formed.

Participants may register themselves by clicking here and sending Statement of Objects, Reasons, and Outline of the Bill (clearly depicting various aspects the proposed law would deal with) in not more than 1000 words to penthebill@dsnlu.ac.in based upon which, the organizing committee will communicate confirmation/ rejection of participation within 48 hours of receipt of the same.

Shortlisted candidates need to submit the draft bill as per the schedule and present it on the day of event at Visakhapatnam

Registration Fee

INR 1000/- per team to be paid by way of Online Transfer/ DD. Account Details will be communicated through acceptance mail.

Important Dates

Last date for submission of Statement of Objects, Reasons, and Outline of the Bill: 10th September, 2017

E-submission of Draft Bills: 20th September, 2017

Note: Detailed rules will be sent to shortlisted candidates in due course of time.

Prizes

Winners- Cash prize of INR 10,000/-

Runners Up- Cash prize of INR 5000/-

All participants would be provided with a certificate.

Travel & Accommodation

The University would provide accommodation on 21^st & 22^nd September, 2017.

However, travel arrangements are to be made by the participants.
